2.A ring counter is also a shift register. In what way does it function as one?

3.Why do we include a RC network to the input of ring counters?

Your questions are a bit ambiguous and lack meaningful context. I will try to answer them in spite of those difficulties.

1. A 555 timer is not required in a parallel input serial output register, but some kind of clock signal is required to tell the shift register when to shift.

2. Each stage of a ring counter takes its input from the previous stage or is a function of the state of the previous stage. The last stage is usually inverted and fed back to the first stage. The relationship between a ring-counter and a shift register is superficial at best.

3. Any RC network that you see in a digital context is designed to produce a delayed version of its input, or is intended to make the input more immune to noise. Without a circuit diagram it is hard to say what the designer had in mind.
