Help - Solar Street Light not charging battery

Hi,

Newbie here in the electronics world and looking for help on guidance if possible. I have a Rother Solar LED Street light that works fine in regards to lights etc but it will not charge the battery, when I got hold of this first the battery was dead and I have charged it to 50% using a bench power supply, the battery in this case is a LifePo4 3.2v. It took the charge ok. There is a 6v charge coming from the solar panel in good sunlight.

I have looked at the charge board and nothing seems to be blown, not getting any shorts and readings are in keeping with surrounding components. However when I tested caps 10,11 and 3, I am getting resistance readings in mega ohms, c3 not giving a reading at all. I also don't get continuity to ground on these caps. Could this be stopping the device charging?

I could be following a red herring here so would be grateful of any advice. I have enclosed a picture of the board. I have tried looking for datasheets but not having any look and all I can find is RLE15303R which is the 3 LED I have a 2 LED
