Looking for some help to be able to do something like the Amazon fan in the attached picture. The goal is to be able to control the message from my cell phone wifi or Bluetooth. Or even plug in at home from a computer. The led will be spinning around on its own and will not need a fan or motor. Would like to be able to have two ribbons back to back so it can be visible from both sides.

Also this will be powered by rechargeable batteries. Not sure the voltage yet but I need it to be small as possible but durable.
