Phase rotation detectors are also available off the shelf, they are used for motors used in AC elevator circuits and remote pumping stations etc.

 

If you first establish that all three phases are present, you only need to compare two of them to establish the rotation.
You can do it with a 4013 (with suitable voltage scaling!)
