Hi There!
I'm trying to ID this :
The following part is used in a 3 V LED circuit, and I believe it is the part that is responsible for creating a breathing / Fading effect.

We have a 3V battery source, powering a 3V, 20mA red LED. This other component is inserted between the battery and the LED and provides a fading-in-and-out effect to the LED. The pulsing fading effect ramps up and down with a short off period. The whole period is about 3.5 seconds. On the right of the image is the SND LED. (For size reference, the LED to the right is 5mm x 5mm, so quite small.
(An Arduino of any type would be overkill for this application)

Hi,
That looks like a dual led (Centre screen).
What is the sensor?
More info would help.
Good luck.........

Regardless, it is highly likely that “device” is a pre-programmed microprocessor to create the fading effect.
If there are no other components, it has to be an IC chip. Where dd you get it? I doubt that you can buy that chip, it is likely custom.

I thought it looked familiar. I’m a customer of Evan Designs. They make custom modules for LED lighting effects especially in the modeling hobbies. As such, it is most likely a custom component that’s not for individual sale.
