Want to use various selection of colored led strip lights for effects in a decorated barn. The led strips operate at 12vdc. I want a circuit that will cause the LEDs strips (pieces mostly here and there as accents for decoration) to“flicker” as if the building wiring is in disrepair.
12vdc and no more than an amp or two amps per area. I’ll build the circuits as needed run by 12v wall adapters, maybe five or six by the time it’s done.
So….. a 9v wall wort powered circuit that provides random flickering 12v output.
Any help appreciated.

If you are going to need 12 VDC and will build the circuits run by 12 V wall adaptors, just which circuit is going to be build that is to be powered by a 9 V wall wort. If it needs to provide 12 V, why would you power it with only 9 V.

How are you planning to use a flickering 12 V output to cause your LEDs to flicker, since you've indicated that they will be run by 12 V wall adapters.

Depending on some specifics, changing the voltage on the LED strings between 9 V and 12 V may or may not produce much visually-noticeable flicker. You probably need to do some experiments and adjust the voltage applied to the strips to measure how much change is actually needed to get a change in brightness that you think will serve your needs.

Really, transitioning to a lower voltage and back will be an excellent way to simulate an actual flicker. If the resistor is in the negative (return) side then control with a mosfet should not be difficult. Creating a random appearing sequence could be done with a set of slow oscillators, ANDing the outputs, but others may have a better scheme. And it could also be linked to the spooky sound effects that probably will be included in the setup.

Probably the simplest way to generate a random looking flicker would be to use n OR gate fed by different outputs from a binary counter CD4020 or CD4040. Not adjacent outputs but some stages apart. Using a diode or scheme would save needing a second IC. Then a transistor, normally biased "ON" feeding the 12 volts. The 9 volts could be fed in parallel
