I got a CB Radio and got a Power Supply for it.

My ANT. had to be inside because I have an HOA where I live.

So I never got my SMR Ratting below 6. so I never got a Signal in or out.

I was looking into GMSR Radios and I know you need a License to use them.

You get one online and they are good for 10 Years.

I know Shortwave ANT. will work indoors because they are on HF Band and they have a lot of Repeaters.

Do GMSR Radio use HF Band and have a lot of Repeaters?

I ask because I will have to use an indoor ANT. if I get a GMSR Radio?

I am not aware ! "Do GMSR Radio use HF Band and have a lot of Repeaters?"
ALL of the repeaters that I am aware of are HAM RADIO repeaters that require an "Amateur Radio" type FCC issued license to utilize.
As for not being allowed to have antennas by one of those NASTY HOAs, (I call them nasty because they appear to primarily be aimed at supporting real estate speculators)
There are ways to make an effective antenna very difficult to notice from outside of one's property.
