We have large scale problem here in the schools, as well the prisons. The Rules are hardly forbidding to use any cellphones both places but anybody are ignoring the Rules and no-one may nothing to do with it. The prison tried to give a direct hit, it bought a phone -jammer about 200W but it covered only minor part of territory, cost a thousands and mobile operators placed a court-case against the Interior Ministry thus the jammer was not a good decision at all. And for schools it would be unpardonable to irradiate teenagers with clearly overexposition of EM over the existing safety norms.
So I begun to meditate - probably exists some less brutal methods how to force the illegal phone users to obey the common rules - just it ought be the Base Station emulator telling all phones at handshaking process near the device, that "I am the best tower" thus the phone will fall out of the real network and will be prescribed to those false tower network.
As the real tower work will not be impacted, the local phone companies may not sue that false tower for any harm, because it collects the phone links only from restricted territory. However, I suspect the intelligence of handheld phone is high enough, let if the false tower will not give the real contact, it will refer to the next loudness tower (what is real network) - and that is detrimental. So, if the phone makes out-coming call, the false tower must give the normal sequences except the transmitted sound is some beep or let us be warning about calls are forbidden. So any outcoming call ends with this common message.
May anybody give any hint to what direction (except million coin paying) I should look for information??
