ESR Meter Test

I am in need of a test that will qualify snubbing capacitors of a 3 phase Inverter. The Inverters power a Light Rail Vehicle, and use GTO's as their switching devices. the caps are 15uf, 2uf, and .25uf at 2000VPK. We have a BK Precision 889A Meter that does ESR testing, but no Engineer on staff to design a test procedure. Any assistance would be appreciated.
