this question is throwing me for a loop

I am assuming that I have to split this up into three individual voltages

100V @ 54-30deg
100V @ 114-66deg
100V @ 150-126deg

am I on the right track?

 

Truthfully, I don't understand the question. You should probably drop-kick the instructor for clarity.

 

I think all the stuff about harmonics is only a distraction. The question just wants the RMS value of the notched square waveform with 100V amplitude.

You could break it into the three parts you suggest and take the square root of the sum of squares of the parts to give the overall RMS value.
