It is an encoded transmitter of some kind, like a key fob that comes with a car. Maybe a security key for a server.

What is the writing on the IC?

The ST17H26 seems to be a bluetooth controller IC which has options for PWM control of an RGB LED.

It might be one of those computer security devices, where if it is not within range the computer does not work. Since it has the Dell logo and a model tag you may be able to visit the Dell website and discover what it is and what it is for.
