That's not quite how things work here. Please post *your* schematic and photos of *your* construction. Then we will have something to review, and we can make suggestions. The circuit in post #2 has some non-standard symbols, but basically is correct as shown. If it doesn't work for you then the problem is on your end.

What does "does not work" mean? In what way does it not work?

when we give supply to it then already leds glows which are connected at terminal 11 to 15.

Did you read the datasheet of MT8870? There is a table in the PDF that give you the conditions of the inputs that would cause Q1-Q4 to become "H".
