Try Scilab or Octave. We don't support free downloading of commercial software.

When I bought my PIC kit3 it was part of the package

 

Octave is wonderful....if you have a day or so to compile everything. I think my entire Linux kernel took less time to compile....but the results are gratifying.

 

Some MOOCs (edX, Coursera, etc) include a free download of a student version of MatLab valid for the duration of the class. After that, it's $99 in the US for a full license. I don't know which, if any, MOOCS currently include MatLab.
