Difference between 1uF non-polarized and electrolytic capacitor for power supply filter

I'm using a Micro Power Direct "potted" AC to DC power supply (120VAC to 5VDC). The datasheet calls for two filter capacitors, and 220uF electrolytic capacitor and a 1.0uF ceramic non-polarized capacitor. I don't happen to have any 1uF ceramic caps but do have a 1uF electrolytic cap. Can I substitute it or is there a filtering difference between the 2? Thank you.

Yes.
They ceramic has a lower ESR and inductance, so it is added in parallel with the electrolytic to better filter high frequency noise.
Stick with the ceramic.

If the datasheet calls to use 1 uF ceramic capacitor, use the ceramic capacitor, not electrolytic. Or try to use a MKT/MKP capacitor. Electrolytic capacitors of small value do have very high ESR compared to ceramic capacitor, so not suitable for filtering
