Suppose I were to build a general purpose, low-frequency oscillator, and power it directly from rectified mains. The two output connections are isolated with electrolytic capacitors, and it is housed in an insulating (not metal) enclosure.
Is this legal? Does it conform to Class II standards?

A DC power supply with no transformer can not be made safe. Wall warts are cheap and easy, no real effort required.
