I have 4 amp dc fan can i run this fan through 3.5 amp charger or 3 amp charger

The clamps that I have measure current.
Once you set the fan speed, you measure the current using current clamp, then multiply current by the dc voltage, that will give you the watts at the instant when you measured the current.

Things have ratings for a reason. I wouldn’t do it for something that will operate unattended.

 

Most "Clamp" meters measure AC current only, the DC versions are very expensive, specialized gear.

What are you measuring exactly?
