cylindrical resonator special mode question

Hello ,i have a two layer diamond and saphire cylindrical resonator.i need somehow to build it so its resonance will be at 10ghz its electric field on the diamond side and magnetic field on the saphire side.so my problem is in near field. what kind of mode can support such field state?
