CY7C64713 loading firmware to RAM cannot be recognized by computer

The power on cy7c64713 is correctly recognized. The firmware (such as bulkloop) loaded in the instance with cycontrol or cyconsole can not be recognized by the computer, but loading the same firmware (bulkloop) to the 64kb EEPROM can be correctly identified. What is the reason?
