Continuity of Top capacitor to Negative Lead (Electorlytic Type)

I have read some of the query about leak on the top portion of the capacitors.
I am experiencing shorted measurement between Top portion of capacitor and Negative Lead.

This is normal?

Welcome to AAC!

It's normal for the case on axial electrolytics to be the negative terminal, but not for radial.

Also, how are you checking continuity? If you use an ohm meter, a discharged cap will read zero initially as it starts to charge. Leave it long enough and the resistance reading will rise.
