Constructing a "perfect" current meter

All right guys, this one is coming straight from The Art of Electronics... I have to use a 411 op-amp and a 1mA meter to construct a "perfect" current meter (with zero input impedance) and with 5ma full-scale. The meter would never be driven more than ±150% full scale... assume the 411 swings to ±13V (±15V supply), and the meter has a 500Ω internal resistance.

I don't even know where to start on this one (except with the op-amp being there... that I know :D).
