A fireman hosing down a building across high voltages lines of over 4KV is in no danger.

I do! Better conductor than I feel safe around.

The first time I saw this practice, I was ready to call 911.

 

The pure form of water is an insulator. If you were to convert it to,say, a salt solution it would conduct.

I really don't know how tap water would behave at 4KV. As interesting as I find power eng', this breed of degree doesn't exist in the UK. I would of had to go to America but it just wasn't feasible being a mature student.
