Common mode noise(current source noise)

I have noise problem with fly back power supply(vin=85-265vac) and vo=24vdc po=65w, it has common mode noise ,and I did try many common mode filters but it did not help, the noise it looks like current source, so how can I fix this problem?
the return of my output is not connected to the chassis, and also I can not but capacitor from my output return and chassis, how can I fix this problem
