I am studying the slides from the following lecture stuff:

But I have one more slide which I have attached which says:
The core function maps a 256 bit key, 64-bit nonce and 64 bit and a 64 bit counter to a fixed block size of key stream.
I can't understand what is meant by the term "mapping" here , where is the plain-text. I am able to understand it is a stream cipher.
Some body please guide me.
