I have a power circuit that is ticking when on. I found one of the capacitors to have a resistance measurment of 27K ohms (out of circuit). It is 1,000 uf 10Volts, shouldn't it give a larger value? I don't have a LCR meter just a crappy Radio shack piece.

Do you have the polarity of your meter leads on the capacitor correctly? Black lead to the - cap lead?
Yes, that seems a bit low. But since it's a 10v cap, it shouldn't be used in a circuit that has more than 5v across it. (standard rule of thumb for electrolytic caps)
And if it were in a 5v circuit, it would draw roughly 185 microamps, or 0.185 milliamps. That's not a whole lot of leakage. You might consider replacing it, but I don't think it's the source of your "tick".
