c compilers for vista

I want to utilize soundfonts on this system (it lacks a SB compatible card), so I have downloaded FluidSynth. They say it's compilable under windows, but I'm not certain if I only need MinGW or BloodShed, and/or Cygwin. I haven't honestly compiled a pre-made multi-file project before, only single file c programs. I'd appreciate help from any programming gurus, as it might actually get me into using more of the free software and possibly getting more into linux.

Mots people use Visual Studio or Delphi for writing PC programs now.
Microsoft do 4 different free languages for the PC.
C++, C#, Visual Basic and Visual Web Developer.
