I did a bit of checking around and the Explorer16 PIC DSP evaluation board in addition to the Audio Daughter board may be a pretty cheap way to get into the DSP development business. The main board costs $130. The Daughter board costs about $80 dollars. The software comes with the main board. You will need a power source so you would be spending around $250 for this approach.
