A bit confused here. I have an HM-10 Bluetooth Module that I'm connecting to my PC via a HiLetgo CP2102 (USB to TTL adapter.) Communication is working, but AT Commands are receiving no response. To clarify, the below communication works:

PC -> HM-10 -> Mobile Device via bluetooth
Mobile Device -> HM-10 -> PC

It's just the AT Commands that are seemingly being ignored. Any guidance?

Ah! I was aware that it didn't want line endings, so I wasn't writing them, but I wasn't aware that my terminal was automatically adding them. Thank you, Ya'akov. Most helpful.

This is a very common problem. I don‘t know why they choose to do fixed length commands. It might have been easier for the programmer in some way but it’s not for the user. Since line endings are not part of commands, they could just discard them but they don’t even do that and so, you get the problem you have experienced.
