How would you go about compensating the inventor? Usually there is no mechanism in place for that. This is why I routinely see in published articles the statement that folks are free to copy the design for their personal use but not to produce the item for sale. AND, do you pay the performer for music that you hear on the radio??
When somebody copies my design I am pleased that they considered it good enough to copy. If they claim they invented it that is different, and if they go to sell it then there is an issue.

This is the right and privilege of the property owner. I could invite you to my house for drinks. Doesn't mean you can break in to my house any time you wish and raid my wet bar.

Imitation is the sincerest form of flattery. But not everyone feels the same way. Consider this: would you have been able to practice the invention had it never been invented?

If they claim they invented it that is different, and if they go to sell it then there is an issue.
What if they just build it for fun and give it away? No profit.

Yet, the inventor loses.
