Smart Cards can hold more information than just an ID number, and they can be reprogrammed for new data, unlike RFID tags that have a pre programmed unique identification number already from the factory. Which is better? It all depends on the application you are using it for.
P.S.
Some smart cards require the card to make contact to a circuit to work, some use an RF technology similar to RFID called contactless smart cards.
