You're looking for a 9 foot telescoping antenna? I don't know of anything like that. I'd imagine the weight of such an antenna would be prohibitive to be made into a telescoping model.

Why 9'? Quarter wave CB antenna? Off hand I don't know the length, but I'd imagine it's probably pretty close to that. And they're typically steel whips. Wire wrapped fiberglass antenna are far more common. Then you have coil loaded antenna. Some are base loaded, some are midway loaded.

If I remember correctly a 9 foot whip would be used for about 52 MHz or just about the center of the 6 meter ham band U.S. This does not take into any consideration for VSWR in transmitting purposes. A Google of "6-meter band whip antenna" should get some hits as to from who and availability. The 52 MHz is a result of dividing 468 / 52 = 9. This would be a half wave length whip antenna. Note this is a half wave antenna length.

The classic 108” CB whip is only 8⅓’. They aren’t telescopic, just a steel whip antenna.

A 9‘ telescopic antenna is mechanically impractical. You could get a ~10’ telescoping mast and use a wire on a reel attached to it, but I am not at all clear on the use case, so who knows if that makes sense…

See the grooves cut in this sample pipe image ? Make them perhaps more, longer and wider...

Do the same with sections of different diameters of copper/aluminium/whatever-you-want-pipes that fit inside others; secure tight from sliding with clamps on top of the grooved joints
