A digital signal of 640 bits is received in 4 seconds.

What is the bit rate and bit interval?

The bit rate is the number of bits txed per unit time, typically bits per second:

Bit rate = 640/4 = 160 bits per second

The bit interval is the time per individual bit txed:

Bit interval = 1/160 = 6.25ms
