There is a huge amount of noise measuring software and hardware available. You will have to be a little more specific with your question. You need to define for which country and which standards you will be conforming to. You also need to decide which measurement hardware you will be using before you start searching for software.

Actually I am looking for a software to simulate the CISPR 16-1-4. to measure NSA and VSWR in an anechoic chamber used for Testing EMC. Actually we manufacture the chamber but I need to simulate it before we do it.

I specialize in signal measurement and analysis. I very much doubt whether such software exists.
