using vectors how do you calculate line voltages of an open delta configuration?

Don't know what the OP is asking. Not enough information.

Up until the last 10 years open delta was the common 3 phase configuration in these parts.

3 phase using two transformers. One being center tapped for 120,120,240. 3rd line being 208 to neutral.
