Short answer is that the author is WRONG!! Or else perhaps lost their place in the theory. In a purely resistive circuit the phase angle of the voltage and current are the same. Inductive reactance will cause the current to lag the voltage, and capacitive reactance will cause the current to lead the voltage. But since neither is mentioned in the very limited snip of the text, the result is incorrect.

Worse yet, this seems like a non-valid question designed to cause confusion.

I was confused by what was written and needed clarification. I wasn't sure if I was missing the author's point.
The theory is actually from this site itself BTW.

A small segment of a statement will usually be lacking information, and that is certainly the case this time. A small chunk of an explanation will usually not convey the whole thought, and this time, ripping a chunk out of an explanation about the effect of inductance on phase angles has done that very well.

Combinations of words convey meanings, and chopping off chunks of an explanation is a lot like chopping off a big chunk of a horse, and expecting it to gallop properly. And certainly in this case that was done. Start at the beginning of the chapter and do not skip any part of it. You can not get the whiole story with only half of the words.
