9 Led lightchaser (ledchaser)

Hello, I built a 9 lightchaser designed by another user on this forum the thing I changed was instead of a analog potentiometer I am using a digital one controlled by my raspberry pi and I used a lm317 as a way to dim it. It worked and now it seems to be stuck on one of the LEDs, a wire didn't get pulled because its a PCB but I am not sure what is going on and would appreciate any help. It did this before but then started working again. It uses 555 timer, a mcp4131, LM317, and two 4017BEs. here is the schematic, its a bit complex I tried my best to clean it up in eagle. Please ignore JP1, its only for pins and I didn't have time to clean it up, the LM317 adj and the MCP4131 work correctly. I think the problem is 555 but the last time I replaced it it didn't work.
