No, you need a 74HC221. it is pin-for-pin equivalent with a 74HC123.

Options for rising and falling triggers:

EDIT: Simplified schematic by removing unnecessary resistors when retrigger is disabled.

For 74LS123, the pull up/down resistors need to be more like 2.2k. The datasheet also recommends connecting the cap cathodes to ground.
