Tell us more about the input signal. Specifically, does it have "fast" edges?

That can be readily done using an op amp if the signal is a low frequency change analog signal.
What's its highest frequency?

 

By signal, I presume you mean it will not have to supply significant current, right? Some people refer to it as a signal even when it needs to provide power.

Use opamp 1 to reduce gain ..output to +/- 5 volts. Use a 10 turn preset.
Use opamp 2 to offset signal by applying -5 volts to negative input.
Recalibrate again opamp 1.
You will need precision +10 volts supply to do the offset.
The power supply must be +/- 15 volts.
