Will the 555 PWM Controller control any circuit? I saw somewhere where a guy controlled a single LED with it... I'm asking if it can control a board of 500 LEDs?

Not enough current for 500.

 

Although the 555 will not power 500 LEDs, it can control them with the use of some power MOSFETs. To define what MOSFETs and how many would require knowing the specifications of your LEDs and the DC voltage you plan to power them with.

 

It will if you add a few more components. One of the Mod's here, Bill Marsden, has a lot of good information on how it's done.
