I cant google anything on this.
My lecture notes say that it is not a binary decoder
not all input combinations are specified
output is not singly activated
and applications depend on indivdual users

so is there a "standard" 3 to 4 decoder?

 

In a career spanning 45 years I've never heard of such a thing. That doesn't mean much by itself, but getting no hits on Google makes it pretty obscure if it does exist.
