I would appreciate a suggested circuit for my application.

Input 28 VDC and output 13 or 26 VAC 400 Hz with max 3 amp capacity. Space is limited so perhaps switching transistors could be used.

do you mean the output must be variable between 13 and 26VAC? And is that rms rather than peak to peak?

 

You could make a wien oscillator with a CA3140 op amp and TDA2040 amplifier, or power transistors using a +/- 15v supply.
