claw machine

Hi, I bought a claw machine and there seems to be a problem with the motor control of the claw going up. when the claw is going up it will go for a brief period and then stop, the motor will stall and it throws an error (claw not going up) . Motor seems fine 28v 0.48a when powered with bench...
