We prefer you to start a new thread instead of hijacking an existing one.
It does not sound like a 2 volt zener could do anything for stabilizing a 24 volt supply. You might use one with a divider circuit to provide an overvoltage signal. Can you give us more of an idea about how you were thinking of using it?

It could be used, as part of an overall voltage regulator, as the voltage reference.
The 24V output would be divided by a resistor combination (so 24V in is 2V out) then compared to the zener voltage. The difference signal is used to control the main pass transistor.

This can work. Any reference voltage can work for this type of application with suitable amplification and feedback.
