Wrong logic in counter circuit

In , volume 4 -digital - counters -synchronous counter
The logic explained for phase detection counter to determine the direction of rotation will not work.

The reason is,

It will be fine for clockwise ,during anticlock the flip flop will be reset and then set instantly for every rotation and thus the counter will not follow either up or down sequence.

It would help a lot if you could be a bit more precise where the heck you are talking about. After mentioning volume 4 you do not list chapter or section.
