Why put a slot in a round pad, where a wire goes through?

I assume you mean the notches in the pad, not the plated through holes. I don't see any benefit. I doubt that any board layout program would support a feature like that.

The board is a hack anyway. Either the MOV was an after thought, or the board was designed by an amateur.

Perhaps for strain relief? When I solder a wire directly to a board, I put the wire up through a hole from the solder side with insulation, then the stripped end back down through the solder pad so I don’t break the wire off every 5 minutes.
