why it needs a transistor?

I pulled apart an old dc to dc converter when i bought a new one that had more
outputs. the old one had 12v in and 9,7,4.5, and 3 volt out. there are six resistors
in there and one LM13---- transistor. I expected to see the resistors for the voltage decrease but i dont see why the transistor is in there. just curious.

hi

i believe that's an LM134. that is an adjustable current source and likewise a floating current source.
