Why do I need to generate pulse for an incubator

I am try to design an incubator circuit, which has a decade timer NE555. But I am not really sure why I need to generate pulse and what it really does. Anybody with a good idea?

Just to hazard a guess; perhaps they want to use a 555 timer to PWM the power to the heat source for the incubator.

That would be OK if there was some kind of temperature feedback, such as from a thermistor, or preferably from a thermal sensor like an LM35. But in that case, it would likely be easier to use a comparator as a voltage controlled PWM source.
