Whistle responder.. Help!!

Hi,
I thought of modifying a simple whistle responder circuit which i found on internet.
The circuit diagram and description of circuit is in the link given below

Is this circuit diagram reliable?

I want to design a bandpass filter using IC CD 4049 with center frequency 22kHz. if so what will be the values of R5,R6,C2,C3?

What is the function of diodes D1 and D2?
