what generates this Signal ?,
and what is it intended to control ?

I think you have things backwards, you don’t design a circuit and then ask what load it would be good for. You design the circuit for the load it is intended for.

If the intentis to check a PWM circuit for correct function then the load should probably be resistive, similar in resistance to the loading of the actual circuit that it is intended to drive,
