For RTL level design, you have a datapath and a controller which are designed separately. It is fairly high level design. You tend to use functional blocks in your algorithm development and an FSM to source the control signals.

Gate level is just that... designing with discrete logic gates! It doesn't get lower level than this for logic design, unless you want to start working with transistors.
