That particular IC has a pull-down on the write protect pin to enable writes by default.
If you want to disable writes, pull that pin high.

It means the chip is made in North Carolina.

 

The only chips made in North Carolina are the potato kind.

 

For an IC pin, NC will be "no connection". For a switch or relay contact, NC means "normally closed".
